Grant Opportunities

Steppingstones of Technology Innovation for Children with Disabilities
The primary purpose of this grant programs is to improve results for children with disabilities by promoting the development, demonstration, and use of technology, while supporting educational media services activities designed to be of educational value in the classroom to these children. $2.4 million is available to fund an estimated ten projects at a maximum of $300,000 each. September 4, 2008 is the application deadline.

Drug Abuse Prevention Intervention Research
The purpose of this funding opportunity is to encourage exploratory and developmental research applications from organizations that propose to advance the science of drug abuse and drug-related HIV prevention. Up to $200,000 is available in funding. September 5, 2008 is the earliest date than an application may be submitted.

WHO Foundation: Women Helping Others
The WHO Foundation supports grass-roots charities serving the overlooked needs of women and children, and responding to these needs through original or innovative projects. Specific projects and programs addressing health and social service needs are their priority. September 9, 2008 is the application deadline.

Special Education Pre-service Program Improvement Grants
The purposes of this program are to help address State-identified needs for highly qualified personnel—in special education, related services, early intervention, and regular education – to work with infants, toddlers, and children with disabilities; and ensure that those personnel have the necessary skills and knowledge to be successful in serving those children. An estimated 21 grants will be awarded at a maximum of $150,000 each. September 19, 2008 is the application deadline.

STI Cooperative Research Centers
The purpose of this grant program is to stimulate multidisciplinary, collaborative research that is focused on control and prevention of sexually transmitted infections (STIs), associated syndromes and other reproductive tract infections. Up to $10.2M is available to fund 4-6 grant projects. October 10, 2008 is the application deadline.

Healthy Sprouts Awards
These awards support school and youth garden programs that teach about nutrition and the issue of hunger in the United States. To be eligible for the 2008 Healthy Sprouts Awards, your school or organization must plan to garden in 2009 with at least 15 children between the ages of 3 and 18. Twenty schools or organizations will receive gift certificates towards the purchase of gardening materials valued between $200 and $500. October 15, 2008 is the application deadline.

Rural Healthcare Services Outreach Program
This program encourages the development of new and innovative health care delivery systems in rural communities that lack essential care services. Funding preference will go to applicants where the service area is located in medically underserved communities; and whose projects focus on primary care, and wellness and prevention strategies. $11 million is available to fund an estimated 88 projects. October 16, 2008 is the application deadline.

Gov. Blagojevich Signs Domestic Violence Monitoring Law
On Monday August 4, Gov. Rod Blagojevich signed legislation that lets judges order abusers to wear global positioning devices to track their movements so victims can know if they get too close. Under the law, which goes into effect Jan. 1, an abuser can be ordered to wear a tracking device if they’ve violated a restraining order. Please click here for the full article.

Kidney Donations Cut Racial Disparities
Using kidneys from donors who died of cardiovascular causes may help reduce disparities for black patients awaiting a kidney transplant, says a study by researchers at the Johns Hopkins Medical Institutions. Black patients with end-stage renal disease (ESRD) comprise more than a third of the more than 70,000 Americans currently on the kidney transplant waiting list but are 2.7 times less likely than white patients to receive a new kidney, according to background information in the study. Health Inequity for Minority Children
Data gathered in a nationwide survey and analyzed by UT Southwestern Medical Center points to significant inequities in health care for minority children in America. The UT Southwestern analysis, available online and published as an abstract in the February issue of the journal Pediatrics, suggests certain disparities are particularly pronounced for specific racial and ethnic groups. H.I.V. Study Finds Rate 40% Higher Than Estimated
The United States has significantly underreported the number of new H.I.V. infections occurring nationally each year, with a study released August 2nd showing that the annual infection rate is 40 percent higher than previously estimated. The study, conducted by the CDC, found that 56,300 people became newly infected with H.I.V in 2006, compared with the 40,000 figure the agency has cited as the recent annual incidence of the disease. African-American men and women are among those most affected by H.I.V., the virus that causes AIDS. For more on the study please click here. An additional article can be found here.

New Policy Brief Explores Extended Learning Time
A new policy brief from The Collaborative for Building After-School Systems describes the momentum of various Expanded Learning Time (ELT) initiatives around the country, identifies differences between ELT and traditional afterschool programs, and calls on policy makers to explore how ELT might serve as an opportunity to strengthen connections between school and afterschool. The brief can be downloaded here.

Social Media Webinar Series
CADCA's National Coalition Institute will host a new three-part series of Webinars focusing on the ways that community anti-drug coalitions can use social media to enhance their day-to-day work. The third session will be held Thursday, September 18, 2008. Legislative Watch

HB311 & SB0005 Health Care For All
Creates the Health Care for All Illinois Act, which provides that all Illinois residents are covered under the Illinois Health Services Program for health insurance, and are entitled to the specific health coverage benefits under the Program.

HB1039 & SB1753 Support for Abused and Neglected Children
Appropriates $5,000,000 from the General Revenue Fund to the Office of the Attorney General for a grant to the Illinois Association of Court Appointed Special Advocates (Illinois CASA), who help safeguard more than 4,000 abused and/or neglected children statewide.

HB5019 Increase Medicaid Reimbursement for Health Care Providers
Addresses low provider reimbursement rates for Medicaid and similar programs by requiring rates to be similar to those paid by private health insurance programs. Mandates Medicaid to provide a cost-of-doing-business increase for providers, and requires payment 30 days after a claim has been submitted.

HB5038 Early Childhood Education Grant
Amends the School Code to provide more funds for programs serving children 0-3 through the Early Childhood Education Block Grant.

HB5570 & SB2235 Home-Visiting Programs
Appropriates $10,000,000 from the General Revenue Fund to DHS, for community-based home-visiting programs for parents of young, high-risk children.

HB5595 Insurance Coverage for Habilitative Services
Remedies a discrepancy by requiring health insurers cover habilitative services, providing children with disorders such as cerebral palsy and autism access to necessary therapies.

SB898 Childcare Access
Amends the Illinois Public Aid Code to limit the childcare co-payments of working families below the poverty line.

SB2288 Education Funding
Creates specific programs and funds to improve school quality through funding generated by tax reform.

SB2341 Chronic Kidney Disease
Appropriates $250,000 to the Department of Public Health from the General Revenue Fund for a Chronic Kidney Disease Awareness, Testing, Diagnosis and Treatment Program.

SB2361 Foster Parent Cost of Care
Seeks to establish a methodology to fund an increase in the cost of care reimbursement rate that DCFS will pay to foster parents for fiscal year 2009.

Black College Expo
The Black College Expo is designed to promote higher education and self-development empowering African American youth to strive for the best. This event is a mixture of education, information and entertainment. History
The Link & Option Center, Inc. founded in 1999, designed the “Linking Youth With Options” program to work in conjunction with students, parents, and the educational system, to reach an ultimate goal of helping all youth stay in school, graduate from high school, and enroll in a college of their choice while promoting self-sufficiency. The organization's mission is to provide students with academic enrichment, college preparatory assistance, career development and life skills education; and to help students strengthen the skills to make the transition into institutes of higher learning, prepare for the workforce, and develop attributes of self-sufficiency.

Programs
The agency's programs include Beyond the Bell, Scholarship America’s “ScholarShop” College Prep and Career Development Transitioning, Princeton Review Homeroom.com, Net Prep Computer Networking, Juvenile Justice Diversion, which focus on on providing integrated education and prevention services for "at-risk" youth, along with opportunities for youth to expand their range of choices, become empowered to achieve positive growth and development, improve expectations and capabilities for future success.

Additionally, these programs encourage greater parental, community and organizational involvement with the youth by providing volunteer opportunities, sponsoring field trips, and offering other activities that support direct interaction with participating young people.
