Over 270 Illinois Residents Participate in Unnatural Causes Town Hall Meetings

During June, the Illinois African American Coalition for Prevention (ILAACP) partnered with Aetna insurance to convene three UNNATURAL CAUSES town hall meetings in Cook, Peoria, and Kane counties.

Each event included a 30-minute screening of clips from the series followed by a two-hour focus group, in which participants identified regional policies and initiatives to promote health equity. Over 270 residents and public health workers attended the screenings. With assistance from partners, the project trained over 40 facilitators and note takers to elicit and record discussions during the town hall meetings.

The Cook county event was preceded by a public hearing convened by the Health & Healthcare Disparities Committee of the Illinois General Assembly. Experts from Aetna, Cook County DPH, Illinois Violence Prevention Authority, and Chicago State University presented on health literacy, the social determinants framework, and the impact of violence and food deserts on health. State legislators in attendance gained new frameworks and ideas for legislation to promote equal opportunities for health.

ILAACP Awards $60K to Youth Serving Organizations

As part of our Youth In Prevention Mini-grant initiative, the ILAACP, in partnership with the Illinois Department of Human Services, Division of Community Health & Prevention, recently awarded a $5,000 grant to the following 12 youth serving organizations.

Grantees will use these funds to design and implement a youth-led project that addresses a social and/or health disparity negatively impacting their community.

Grant Opportunities

Open Meadows Foundation
Grants of up to $2,000 are being offered for projects that are designed and implemented by women and girls; promote the empowerment and well being of women and girls; reflect the cultural and ethnic diversity of our society; promote social change; and have limited financial access or have encountered obstacles in their search for funding. August 15, 2008 is the application deadline.

Integrating Primary Care and Mental Health Services
The Illinois Children's Healthcare Foundation is seeking proposals for projects designed for primary care providers and mental health providers to develop an integrated approach in primary care settings. Up t0 $500,000 over 2 years is available in funding. August 15, 2008 is the application deadline.

Weed and Seed Communities Competitive Program
The Weed and Seed initiative is a community-based, comprehensive multi-agency approach to law enforcement, crime prevention, and neighborhood restoration. Up to $175,000 is available in funding. August 19, 2008 is the draft application deadline.

Comprehensive STD Prevention Projects
The purpose of the program is to enhance the prevention and control of STDs by supporting and improving the ability of public health departments to design, implement, and evaluate Comprehensive STD Prevention Systems. $104 million is available to fund up to 65 awards. August 25, 2008 is the application deadline.

Heineman Foundation
The purpose of the Heineman Foundation is to provide seed money to start-up projects and new projects within existing organizations for a maximum of three to five years. The average range of donations is $20,000 to $50,000, per annum. September 1, 2008 is the application deadline.

Economics of Treatment and Prevention Services for Drug and Alcohol Abuse
This funding opportunity targets research projects that examine the economics of prevention and treatment services for drug and alcohol abuse. Such research projects might emphasize financing and purchasing of drug and alcohol treatment and prevention services, including studies of health insurance and payment mechanisms; economic incentives used to improve the quality and economic efficiency of treatment and prevention services; alternative delivery systems and managed care; or other related subjects. Up to $200,00 is available in funding. September 16, 2008 is the earliest date that an application may be submitted.

ISBE Working to Increase Literacy for Children and Families
The Illinois State Board of Education (ISBE) recently announced awarding more than $2.4 million in family literacy grants to 17 educational partnerships involving school districts, regional offices of education, higher education institutions and community organizations around the state. The Illinois Even Start Family Literacy Program grants are designed to help the state's earliest learners, as well as their families, improve literacy skills. Racial Disparity Seen in Prostate Cancer Treatment
Black men with early prostate cancer may be less likely to receive aggressive treatment than their white counterparts, a study has found. The reason, researchers say, seems to be that doctors are somewhat less likely to offer extensive surgery or radiation treatment to black patients, and not that black patients more often refuse more-aggressive treatment. Heart Attack Symptoms in Women
Heart disease is the leading cause of death among U.S. women. It affects 1 in 10 females over age 18. In light of the recent uncertainty about heart attack symptoms in women, NIH-funded researchers examined 69 studies published over 35 years. For more on the study please click here.

African-American Men Unaware of High Blood Pressure
Men with high blood pressure, particularly African-American men, are often unaware they have the condition, according to a new study. Researchers found that of more than 1,500 young and middle-aged adults with high blood pressure, men were one-quarter less likely than women to know they had the condition. New Program to Support Next Generation of Community Health Leaders
Ladder to Leadership: Developing the Next Generation of Community Health Leaders is a collaborative initiative of the Robert Wood Johnson Foundation and the Center for Creative Leadership. The initiative aims to enhance the leadership capacity of community-based nonprofit health organizations serving vulnerable populations by focusing on developing the critical leadership competencies for 270 early- to mid-career professionals through an innovative, sixteen-month leadership development curriculum that will be delivered in nine priority communities on a staggered schedule over the next four years. Legislative Watch

HB115 HPV Prevention
Requires that the Cervical Cancer Elimination Task Force identify strategies that are effective in reducing the number of women who are unscreened or under-screened for cervical cancer; and increase awareness about human papillomavirus (HPV) and its link to cervical cancer and cervical dysplasia, the availability and efficacy of the HPV vaccine in the prevention of the disease, and the importance of providing it to young females.

HB311 & SB0005 Health Care For All
Creates the Health Care for All Illinois Act, which provides that all Illinois residents are covered under the Illinois Health Services Program for health insurance, and are entitled to the specific health coverage benefits under the Program.

HB1039 & SB1753 Support for Abused and Neglected Children
Appropriates $5,000,000 from the General Revenue Fund to the Office of the Attorney General for a grant to the Illinois Association of Court Appointed Special Advocates (Illinois CASA), who help safeguard more than 4,000 abused and/or neglected children statewide.

HB5019 Increase Medicaid Reimbursement for Health Care Providers
Addresses low provider reimbursement rates for Medicaid and similar programs by requiring rates to be similar to those paid by private health insurance programs. Mandates Medicaid to provide a cost-of-doing-business increase for providers, and requires payment 30 days after a claim has been submitted.

HB5038 Early Childhood Education Grant
Amends the School Code to provide more funds for programs serving children 0-3 through the Early Childhood Education Block Grant.

HB5570 & SB2235 Home-Visiting Programs
Appropriates $10,000,000 from the General Revenue Fund to DHS, for community-based home-visiting programs for parents of young, high-risk children.

SB898 Childcare Access
Amends the Illinois Public Aid Code to limit the childcare co-payments of working families below the poverty line.

SB2288 Education Funding
Creates specific programs and funds to improve school quality through funding generated by tax reform.

SB2341 Chronic Kidney Disease
Appropriates $250,000 to the Department of Public Health from the General Revenue Fund for a Chronic Kidney Disease Awareness, Testing, Diagnosis and Treatment Program.

SB2361 Foster Parent Cost of Care
Seeks to establish a methodology to fund an increase in the cost of care reimbursement rate that DCFS will pay to foster parents for fiscal year 2009.

History

F.U.T.U.R.E. (Future Understanding Toward an Ultimate Remedy Through Education) is an Illinois incorporated 501©3 non-for-profit organization that provides comprehensive youth services. Established in 1987, it is an after-school enrichment program that targets the growing youth population in Ford Heights and the lower east side of Chicago Heights. The organization's mission is to provide both academic enrichment and entertainment activities for youth ages 8-17.

Programs
F.U.T.U.R.E.'s programs and services are designed to teach, mentor and inspire youth. Activities include tutoring, mentoring, computer literacy training, life skills training, and health related prevention and awareness training.

The agency's youth programs revolve around four domains of human development: cognitive; psychosocial; physical; and spiritual. The programs are geared toward nurturing the positive development of young people by providing academic enrichment, life skills training, and cultural enrichment and recreation.
