The ILAACP would like to invite you to the 5th Annual Clergy & Lay Leadership Summit for HIV/AIDS Community Outreach.
For the past 4 years, a collaboration of Chicago area faith-based institutions and community ogranizations has convened a one-day summit at McCormick Theological Seminary to engage clergy leaders in a dialogue around the issue of HIV AIDS in the black church and evoke "call-to-action." With African-Americans representing almost half of those newly infected with HIV, the time has come to respond to that call and move beyond dialogue to identify a sustainable strategy for strengthening the role of the black clergy in combating the epidemic.
We hope that you will join us on Saturday, May 23, 2009 to participate in this timely event.

Funding for Early Childhood Programs in Jeopardy The Illinois General Assembly is now designing their version of the FY10 budget. As you know, the governor proposed a budget in March that includes cuts to home visiting, children’s mental health, and other critical prevention programs that save our state money. IL General Assembly House members are currently being surveyed on which programs they think should be in included in the final budget and which programs should be cut. Call or email your House representatives to ensure that early childhood programs are not cut from final FY10 budget, and that funding for these programs is consistently supported through revenue reform. National Black Clergy for the Elimination of HIV/AIDS Act 2009 H.R. 1964 calls on President Obama to declare HIV/AIDS an epidemic in the black community, directs the department of Health and Human Services to provide funds for outreach and testing, and requires a comprehensive study to explain factors that lead to higher rates of HIV and AIDS among black Americans. After-School Funding Restoration The Illinois FY2010 budget eliminates all state funding for after-school in the State Board of Education Budget and reduces the Teen REACH budget to its lowest levels ever. If this budget goes through as proposed thousands of children and youth across the state will have no place to go after school. Click here to take action on this vital issue and make sure that the funding cuts are reversed.
IDPH Youth HIV Prevention Messages Advisory Council HB3974 requires the Illinois Department of Public Health to establish an advisory council to recommend HIV prevention messages targeted to youth. The council is also required to investigate the use of technology to deliver prevention messages.
Increase Home Visiting for Young Children SB1382 would provide an $8.2 million increase in FY10 DHS budget for home-visitation programs such as Healthy Families Illinois and other home-based, research-based home visiting programs. With increased funding, as many as 3,000 more children could be served through expanded and new programs statewide. Please click here for a detailed fact sheet.
Increase Funding for the Early Childhood Block Grant
SB1412 will increase the Infant Toddler Set-Aside in the Early Childhood Block Grant from 11% to 20% by FY2014 through a multi-year phase in. This will assist Early Childhood Education providers in more effectively addressing the achievement gap and continuing to help children succeed as they enter school. | Target Community Outreach Grants Target
offers store grants to support programs related to the arts, early
childhood reading, and family violence prevention in the locations
where the company does business. Grants up to $3K are available. The application deadline is May 31, 2009.
APF Violence Prevention & Intervention Grant The
American Pyschological Foundation (APF) Violence Prevention and
Intervention Grant program aims to encourage the transfer of
psychological science with regard to violence, its prevention, and
intervention strategies to applications within the community, and also
to support the implementation of innovative community programs aimed at
preventing violence. Up to $20K is available in grant funding. The
application deadline is June 1, 2009.
ING Run For Something Better Program ING
Run For Something Better (ING RFSB), seeks to increase physical
activity in students and help fight childhood obesity nationwide
through the creation of school-based running programs. The new awards
program will provide fifty (50) $2,000 grants to schools that desire to
establish a school-based running program or expand an existing one. The
application deadline is June 1, 2009.
RWJF Project HealthDesign The
Robert Wood Johnson Foundation (RWJF) has issued a call for proposals
through its national program, Project HealthDesign: Rethinking the
Power and Potential of Personal Health Records. Grant recipients will
work to assess and test the potential of observations of daily life
(ODLs) to help patients and physicians better manage chronic illnesses.
Grants may total up to $480K each. The application deadline is June 3, 2009.
Street Outreach Program The
purpose of the SOP is to enable programs to assist young people in
relocating from the streets to stable housing situations and in making
other healthy personal choices regarding where they live and how they
behave. Up to $200K is available in funding per grant period. The
application deadline is June 8, 2009.
CVS Caremark Charitable Trust The Charitable Trust funds grants directly to nonprofit organizations that are primarily focused on serving children with disabilities and help to advance the vision of our CVS Caremark All Kids Can program. Some additional Trust grants are provided to: organizations that serve the health care needs of various populations, including, but not limited to children; pharmacy schools; scholarship programs; and the CVS Caremark Volunteer Challenge Grant Program. The application deadline is June 15, 2009.
Esther B. Kahn Charitable Foundation The Foundation generally supports projects where the grant will make a significant difference and where the desired result will be tangible, lasting and can be accomplished within a reasonable period of time. Grants are generally awarded for amounts up to $25K. The preliminary application deadline is June 30, 2009.
A Brighter Future - Youth Violence Prevention Grant The
United Methodist Church Women's Divison offers grants through A
Brighter Future to address the needs of children and young people
between the ages of 5 and 18 in the areas of violence prevention,
anti-abuse, and relationship abuse. Up to $4,000 per grant is available
to fund small-scale, community and church-based programs and projects.
The application deadline is July 1, 2009.
U.S. Recovery Act - Early Head Start Expansion The
Administration for Children and Families solicits applications from
public or private non-profit organizations, including faith-based
organizations or for-profit organizations, that wish to compete for
funds that are available to provide Early Head Start services to
pregnant women, infants and toddlers and their families. Up to $5M per
budget period is available in funding. The application deadline is July 7, 2009.
Running Start/Wal-Mart Star Fellowship Running Start, a nonprofit organization dedicated to inspiring young women and girls to run for political office, has announced a $500K three-year grant from Wal-Mart Stores, Inc. The new grant will provide internship opportunities to young women interested in public policy and leadership. The application deadline is August 15, 2009.

| News & Resources | HIV Among African-Americans Near Epidemic Levels A group of activists, ministers and advocates are pushing for President Barack Obama to declare HIV/AIDS a public health emergency in African-American communities, and direct the Department of Health & Human Services to provide funds for outreach and testing, and a comprehensive study to address the issue. African-Americans account for 45 percent, almost half, of new HIV infections. HIV related deaths are also highest among blacks and is the fourth leading cause of death for black men and third for black women. Please click here to read the full article.
Universal Coverage Could Reduce Health Disparities Medicare for all -- not only for those 65 and over -- appears to be the answer to dramatically reducing the level of poorer health among African American, Latino and low-income Americans, say researchers at Harvard University in research published in the April 21 issue of the Annals of Internal Medicine. The research team sifted through medical data for 6,000 people ages 40 to 85 with diabetes or cardiovascular disease. They tracked their conditions from 1999 to 2006. Mental Health Issues More Common Among Children Who Face Racial Discrimination A new multicenter study involving UCLA and the RAND Corp. has found that perceived racial or ethnic discrimination is not an uncommon experience among fifth-grade students and that it may have a negative effect on their mental health. Study results showed that children who reported feeling discrimination were more likely to have symptoms of one or more of four different mental health disorders: depression, attention-deficit hyperactivity disorder, oppositional defiant disorder and conduct disorder. Disparities in Infant Mortality Rates The gap between black and white infant mortality continues across the country, and despite advances in medicine, no one answer definitively explains the disparity. Nationally, infant mortality among blacks in 2000 occurred at a rate of 14.1 deaths per 1,000 live births, according to the Office of Minority Health and Health Disparities. This is more than twice the national average of 6.9 deaths per 1,000 live births. Please click here to read the full article.

Background Founded in 1982 Men and Women in Prison Ministries Universal House of Refuge Center (M&WIPM/UHORC) was incorporated on June 29, 1992 and obtained 501(c) (3) not-for-profit status on July 23, 1999. Oversight and governance of the organization is provided by an eight member Board of Directors and several volunteer members, who are both professionals and clients. The primary goal of the organization has always been to increase awareness of HIV/AIDS and provided support to incarcerated populations, their families and the community at large. M&WIPM/UHORC has a respected presence in the communities it serves, a respect that has been earned by providing self-help and outreach services effectively and consistently.
Programs The mission of M&WIPM/UHORC is to provide services that will promote spiritual and cultural awareness, health education, substance abuse counseling, family development, male/female development, youth development, support groups, and prison ministry through outreach and self-help programs on a community-based level.
M&WIPM/UHORC provides symposiums and outreach workshops designed to walk community and faith-based organizations through the process of creating and maintaining effective prison ministries. In addition, we provide workshops and trainings for the incarcerated, formerly incarcerated, families of the incarcerated and the community at large.
