Healthy Start Initiative-Eliminating Racial/Ethnic Disparities Under
this program, grants will be awarded to address significant disparities
in perinatal health indicators. Communities must provide a scope of
project services that will cover pregnancy and interconceptional phases
for women and infants residing in the proposed project area, and will
promote longer interconceptional periods and prevent relapses of
unhealthy risk behaviors. Up to $2.35M per grant is available. The application deadline is December 5, 2008.
Research on Emergency Medical Services for Children This funding opportunity is designed to improve the quality and quantity of research related to emergency medical services for children (EMSC), with the goal of reducing morbidity and mortality in children through improved care delivery. Some of the applicable issues areas include: prevention research to reduce the need for emergency care; clinical research to ensure that children receive high-quality and appropriate medical, nursing and mental health care in an emergency; and models to improve service and cost efficiency in pediatric emergency care. The letter of intent deadline is December 15, 2008. YouthBuild - Education & Employment Skills YouthBuild
grants will be used to provide disadvantaged youth with: the education
and employment skills necessary to achieve economic self-sufficiency in
occupations in high demand and post-secondary education and training
opportunities; opportunities for meaningful work and service to their
communities; and opportunities to develop employment and leadership
skills and a commitment to community development among youth in
low-income communities. 100 grants will be available at a maximum size
of $1.1M each. The application deadline is January 15, 2009. Child Mental Health Initiative The
purpose of this program is to support the development of integrated
home and community-based services and supports for children and youth
with serious emotional disturbances and their families by encouraging
the improvement and expansion of effective and enduring systems of
care. $17M is available to fund an estimated 17 projects. The application deadline is January 15, 2009. Magic Johnson Foundation - HIV/AIDS Programs Grants
are available for community-based HIV/AIDS programs that have a broad
impact on underserved, urban neighborhoods. Up to 25,000 is available
in funding. The application deadline is rolling. RGK Foundation The
RGK Foundation funds innovative projects in the areas of health,
education, human services and community affairs that target young women
and girls, minorities, and other underepresented or underserved
communities. Most grants are funded up to $25,000. There is an ongoing deadline for applications.CIGNA Foundation Community Health Programs The CIGNA Foundation makes Targeted Grants to organizations working in five core concern areas: the health of women, children and families; obesity awareness and prevention; patient/doctor communications and health literacy; elimination of gender and ethnic disparities in health care; and the connection between a healthy mind and a healthy body. News & Resources Gov. Blagojevich Announces Schedule for Illinois Poverty Summit On
Nov. 14, 2008, Gov. Blagojevich announced the preliminary schedule for
the upcoming Illinois Poverty Summit, entitled Opportunities for
Change: Taking Action to End Extreme Poverty in Illinois, on December
9th and 10th, 2008 at Northwestern University in Evanston. The summit
will focus on four broad themes: Income Supports and Assets; Employment
and Opportunities; Healthcare Access, Food & Nutrition; and
Housing. There will be four different breakout sessions for each
theme. Each breakout session will serve as a setting where
participants will be challenged to think about barriers and also come
up with viable, tangible solutions to extreme poverty. The entire

Black Heart Patients Treated Less for Depression Black patients with heart disease are only half as likely as white patients to receive treatment for depression, says a Duke University Medical Center study. The study of 727 white and 137 black patients with heart disease found that 35 percent of black patients and 27 percent of white patients had elevated symptoms of depression. About 21 percent of the white patients were receiving treatment for depression, compared with 11.7 percent of the black patients. Please click here for the full article. Child Obesity Seen as Warning of Heart Disease A new presented by the American Heart Association at its conference on November 11, 2008, found striking evidence that children who are obese or have high cholesterol show early warning signs of heart disease. Scientists not involved in the study said the findings supported a growing body of research suggesting that childhood obesity in the United States was likely to result in heart disease as the children age. The Risks of Diabetes During Pregnancy and Beyond A seven-year international study released last year at the American Diabetes Association’s annual meeting and published in May in The New England Journal of Medicine, showed clear links between blood sugar levels and pregnancy outcomes, even when the mother’s sugar levels are not high enough to be called diabetes. The study, which followed the pregnancies of more than 23,000 nondiabetic women, revealed that as blood sugar levels increased during pregnancy, the risk of having a baby too large to be born vaginally rose too, as did the baby’s chances of being born with low blood sugar and high levels of insulin. Blagojevich proclaimed Friday, November 14, World Diabetes Awareness
Day in Illinois to correspond with the national awareness campaign.
The theme of this year's World Diabetes Day campaign is Diabetes in
Children and Adolescents. According to the Illinois Department of
Public Health, more than 840,000 Illinoisans have diabetes. Diabetes,
both type 1 and type 2, accounts for nearly $7.3 billion in total

| Legislative Watch HB311 & SB0005 Health Care For All Creates
the Health Care for All Illinois Act, which provides that all Illinois
residents are covered under the Illinois Health Services Program for
health insurance, and are entitled to the specific health coverage
benefits under the Program.
HB1039 & SB1753 Support for Abused and Neglected Children Appropriates
$5,000,000 from the General Revenue
Fund to the Office of the Attorney General for a grant to the Illinois
Association of Court Appointed Special Advocates (Illinois CASA), who
help safeguard more than 4,000 abused and/or neglected children
statewide.
HB5019 Increase Medicaid Reimbursement for Health Care Providers Addresses
low provider reimbursement rates for Medicaid and similar programs by
requiring rates to be similar to those paid by private health insurance
programs. Mandates Medicaid to provide a cost-of-doing-business
increase for providers, and requires payment 30 days after a claim has
been submitted.
HB5038 Early Childhood Education Grant Amends
the School Code to provide more funds for programs serving children 0-3
through the Early Childhood Education Block Grant. HB5570 & SB2235 Home-Visiting Programs Appropriates $10,000,000 from the General
Revenue Fund to DHS, for community-based home-visiting
programs for parents of young, high-risk children. HB5615 Reproductive Justice and Access Act Creates the Reproductive Justice and Access Act to protect the productive rights of women including access to prenatal care and contraception. The act also provides that all Illinois public schools shall offer medically accurate, age appropriate, comprehensive sexual health education. HB6297 FamilyCare Eligibility Ensures access to health care for Illinois residents living at up to 400% of the poverty level and would provide hundreds of thousands of Illinois families with access to health insurance for the first time.
SB898 Childcare Access
Amends the Illinois Public Aid Code to limit the childcare co-payments of working families below the poverty line. SB1925 Medicaid Expansion
Provides for Medicaid eligibility for all persons who are not otherwise eligible for medical assistance under any other provision and who have income, as determined by the Department of Healthcare and Family Services, that is equal to or less than 100% of the Federal Poverty Level.
SB2288 Education Funding Creates specific programs and funds to improve school quality through funding generated by tax reform. SB2341 Chronic Kidney Disease Appropriates
$250,000 to the Department of Public Health from the General Revenue
Fund for a Chronic Kidney Disease Awareness, Testing, Diagnosis and
Treatment Program.
SB2361 Foster Parent Cost of Care
Seeks
to establish a methodology to fund an increase in the cost of care
reimbursement rate that DCFS will pay to foster parents for fiscal year
